The new feature is reportedly rolling out to some people using the latest beta version of the WhatsApp app on their iPhone or Android device, but it may take some time before the feature rolls out to those with the version available on the App Store and Google Play Store. With the video message infrastructure in the testing phase, it will be possible to record messages up to 60 seconds.

This feature is still at the beginning of the testing process and we can expect it to remain in beta testing channels for at least a few weeks. The HD photo sending feature, which has already been added to the current iOS and Android beta versions, will allow images to be sent with a resolution of 4096×2692 pixels instead of the standard 1600×1052 pixel resolution.
