Because Twitter’s new logo is a Unicode character that is forbidden to be licensed. No editing was done on it, the character was taken directly and pasted on Twitter as a new logo. The code of the character in question is “U+1D54F”.
Crucially, the characters’ developer, the Unicode Consertium, has stated that these characters cannot be included in any product or publication. In such cases, express written consent of Consertium is required. Under normal conditions, all characters can be used free of charge for individual or company use.
It is unknown whether Twitter is aware of this or not, but the new logo is already a “temporary” logo:
