Ministry of Health to Provide Remote Examination and Treatment Services

The regulation published by the Ministry of Health today will make it possible to be examined and treated remotely. The Ministry will even be able to offer surgical operation services when the necessary conditions are met.

The Official Gazette, published tonight, presented information about a new service of the Ministry of Health. With the “Regulation on the Delivery of Remote Services”, the Ministry of Health shared the procedures and principles regarding providing technology-based health services regardless of location and geography. Any citizen who wishes will be able to be examined remotely, and the observation and follow-up of the citizen can be done remotely.

The regulation included what the remote health service will be offered by the health personnel to the citizens requesting the service in the health facilities that have received an operating permit. Accordingly, citizens will be able to receive psychosocial support, provide treatment and medication management, be examined, have their health data measured, and even request a surgical operation through this service.

To be provided in remote health service and some rules:

  • The person requesting remote health service can be examined to the extent the remote health service allows; the person can be evaluated by medical observation, follow-up and follow-up, diagnosed diseases can be controlled; medical advice can be given; consultation or secondary opinion may be requested. When necessary, the person may be advised to apply to a health institution physically.
  • For the remote management and follow-up of diseases, clinical parameters such as blood sugar and blood pressure can be evaluated and monitored, and treatment and drug management can be provided.
  • Services can be provided to protect and monitor health, support a healthy life, and provide psychosocial support services.
  • Multidimensional evaluation and follow-up of people with increased health risk or advanced age can be done.
  • Interventional or surgical operation services determined by the Ministry may be offered to individuals, provided that technological possibilities allow and necessary permissions are obtained from the Ministry.
  • In endemic or epidemic epidemics, necessary medical procedures can be carried out to protect the health of people in line with national guidelines.
  • With wearable technologies and other medical devices, the health data of the person requesting health care can be measured and followed.
  • E-prescription and e-report can be issued by the physician to the person evaluated by the physician.
  • The health facility may provide remote health service to a person requesting health care in another health facility, provided that it has an operating license in the same branch regarding remote health care.
  • In case there is a third person who can see and/or hear the conversation with the patient or healthcare professional, the healthcare professional and/or healthcare provider will be obliged to inform the other party about the issue.

The Ministry also announced that the identity of the citizen who will benefit from this service will be verified, and that if there is a third person who can hear the conversation during the meeting, this party will have to inform the other party. With the regulation that came into force today, health facilities that provide remote health services are obliged to obtain an operating permit within 6 months at the latest.
