In the letter, written by an FCC official named Brendan Carr, it is claimed that TikTok is not an ordinary video sharing platform. Saying that the data of US users is not secure, the official says that the platform has become a national security risk and this is unacceptable. Carr bases these claims on audio recordings that were recently released.

One of the proposals presented for the tension between the US and TikTok was that the data of US users would remain in the US. However, it turned out that this was not the case.
