Electronic Voting System Planned with Chip ID Card

The Justice and Development Party (AKP), which continues its work on the amendment of the Election and Political Parties Law, is discussing the revision of the voting system according to technological developments in the 2023 elections. It is also planned to remove the envelope in which the ballot papers were placed.

A source from AKP said that “Turkey is one of the two countries that use a voting envelope. This causes many problems. We are considering proposing it to the Supreme Election Board and the opposition.” Accordingly, the issue will be brought to the agenda of the Supreme Election Board (YSK).

Even though it will not reach the 2023 elections, “electronic voting” and “fingerprint voting” options may be considered when the chip ID cards are completely switched over in the coming years.

Electronic voting is used in many countries, but this system is seen as a distant option for Turkey for now.

It was stated that some companies made a presentation about devices that allow electronic voting by reaching the AKP, but it is stated that this system is suitable for use in countries with a high level of education, at least for now.

Due to the fact that using the system is not simple enough, this application is not welcomed at the moment. It is thought that there will be “loss of votes” due to the problems that may occur in the use of the device.

Another technological option being considered is to vote with a fingerprint when the “chip ID card” is completely switched.

It is foreseen that this method will not be able to reach the 2023 elections, as the transition to the chip ID card is not yet sufficient. A device that can read people’s fingerprints is planned to be placed in each ballot box. When the fingerprint is scanned, the voter will be able to take the ballot paper and it will also be possible to check whether this fingerprint matches the fingerprint on the ID card.

Only those whose fingerprints match with the ID card will be able to print out the ballot and go to the cabin and use the game. It is stated that with this method, drawbacks such as repeated voting and “stealing the compass” can be eliminated.

The most important change emphasized is the option to vote only with the ballot box instead of the voting envelope.

With the implementation of this option, it is thought that the “unsealed vote” discussions will end. On the grounds that there are very few countries other than Turkey that use envelopes, it is considered that the proposal to put the ballot papers into the ballot box without being placed in the envelope, after the election is made, in a way to ensure the secrecy of the vote, will be brought to the agenda of the YSK.

Changes in the Law on Basic Provisions of Elections and Electoral Registers are required to change the law for voting without envelopes. It is stated that if the opposition also gives support on this issue, it may come to the agenda to include this regulation in the Election Law amendment.
