In today’s issue of the Official Gazette, there has been a remarkable development regarding citizens who are considering purchasing electronic products. With the “Regulation Amending the Regulation on the Sale of Refurbished Products”, the scope of “refurbished products” that have been in our lives for a while has been expanded. In addition, an important item was added.
The revised product definition was only valid for smartphones and tablets, according to the decision published in 2020. That is, a laptop or a smartwatch was not considered a refurbished product in any way. The new regulation, which came into force today, changed this situation. Now, smart watches, laptop or desktop computers, game consoles and modems are also included in the renewed product scope. This means that in the upcoming period, you will be able to purchase these products with Ministry-approved parts repaired and guaranteed even though they are second hand.
Smartphone batteries will be replaced
The “Regulation on the Sale of Refurbished Products”, which was published in the Official Gazette on August 22, 2020, did not include any decision regarding the batteries of smartphones. Today’s decision has taken care of this situation. All refurbished smartphones with a capacity of 85 percent or less now have to replace their batteries.
One of the remarkable decisions in the Regulation on the Amendment of the Regulation on the Sale of Refurbished Products is the number of renewals of the devices. According to the decision, any product included in the scope of renewal can be renewed more than once. Let’s take an example: A smartphone that was sold refurbished in the past may be renewed multiple times in the next stages. However, there is something missing here. The decision in the Official Gazette does not explain how a citizen will understand how many times the devices have been renewed.

What is a refurbished product?
Refurbished products are products that are tested by technical experts in terms of both software and hardware after being purchased by authorized companies from users, and then repaired with original parts if necessary. Its appearance is made close to zero and it is put up for sale with all functions 100% working.
