According to the statement made, 1.5 billion accounts that have not been tweeted for years and that have not even been logged in will be deleted in the near future. All data belonging to the aforementioned accounts will be deleted from the database.
Elon Musk did not mention the details of his decision. In other words, it is unknown how long an account must have been inactive for it to be deleted. However, there is one very important conclusion we can draw from here. User names belonging to 1.5 billion accounts will be wasted with the decision taken. Thus, other users will be able to retrieve their formerly used usernames.

We will be clearing the namespace of 1.5 billion accounts soon. Accounts that have not been tweeted or logged in for years will be deleted from the platform.
It is not known when the new decision will come into effect.
