Yes, Saudi Arabian citizens can report others using an Android and iOS app. And these people they complain about can actually be punished. This practice, which should actually serve a good purpose, is abused by both citizens and Saudi Arabian governments.
Anti-government people being reported from the app
The main purpose of the application called Kollona Amn is to enable all citizens in Saudi Arabia to easily report an emergency with photos. So a theft is happening right in front of your eyes? You can report with images. Was there a car accident? You can instantly summon health units.
However, some people in Saudi Arabia started to abuse this practice and started to denounce anti-government citizens in practice. Oddly enough, law enforcement did indeed arrest several of these reported anti-government activists. In fact, a Saudi academic was reported about this practice last month, arrested and sentenced to 30 years in prison.
Normally, Google and Apple have important policies against practices that encourage such harassment and discrimination.
